A Prospect is a potential Member. A Prospect is not the same as a Guest or a Member. See From Prospect to Guest to Member (item 108) [1].

It is the job of the Vice President Public Relations to find Prospects and turn them into Guests by doing Prospect Research into the nature of Prospects for the Club, and Public Relations to generate awareness of Toastmasters. See Let the World Know (item 1140). Toastmasters International uses the term Public Relations instead of Marketing, probably because Members are not paid to bring in Guests or Member, and perhaps because many Prospects will be interested if they simply know of the existence and activities of a [{Club]].
